Regina PL Friends Group Loses Bid to Block Closures

A Court of Queen’s Bench judge in Regina, Saskatchewan, ruled in mid-February that there was insufficient evidence to show that the public library board acted improperly in its December 2003 decision to close three branches, the Dunlop Art Gallery, and the Prairie History Room because of a $1-million operations deficit, the Canadian Broadcasting Corporation reported February 18. The Friends of the Regina Public Library had applied for an injunction to stop the plan, arguing that the board should have held public hearings first.

After facing public opposition to the proposed closures, slated to occur this spring, the RPL board appointed a task force to conduct open hearings on the issue. The last of the scheduled meetings took place February 16–19, and the task force is slated to complete its report by mid-March.

The Friends group has collected close to 22,000 signatures requesting a referendum that could force the city council to provide funds to keep the branches and gallery open. It is also working with a local historical group to request the Saskatchewan Heritage Advisory Board to designate the Prairie History Room a provincial heritage property, thus protecting it from closure.
