Copyright Office Requests Comments on DMCAThe U.S. Copyright Office has announced an open comment period on whether the anticircumvention clause of the Digital Millennium Copyright Act (DMCA) has an adverse effect on legal, noninfringing use of copyrighted works.The DMCA, which was passed in 1998 and took effect in October 2000, requires that the Library of Congress review its rules covering this provision every three years. In 2003, Librarian of Congress James Billington issued four exemptions to the DMCA. Any changes the Copyright Office makes in response to the next round of comments will remain in effect until October 2009. All interested parties, including educational institutions, libraries, archives, and members of the public, are invited to submit comments between November 2 and December 1.
