Clinton Administration Calls for
Internet Policies, Not Mandated Filters
The Clinton administration called April 9 for schools and libraries that receive federal e-rate subsidies for Internet connections to adopt policies to shield children from inappropriate material online.
National Telecommunications and Information Administration head Larry Irving urged the Federal Communications Commission, which oversees the e-rate program, to require schools and libraries to have such policies in place as a condition of receiving the subsidies, the Associated Press reported. He said the policies should “offer reasonable assurances to parents that safeguards will be in place in the school and library setting that permit users to be empowered to have educational experiences consistent with their values.”
Irving said the administration prefers this approach to mandating schools and libraries to use filtering software, as required by legislation introduced in Congress in January.
